Principal Charles Spain

Charles L. Spain, Jr. has served students from the east and west coasts as a mathematics teacher, math coach, gifted and talented, assistant principal, principal, assistant director, and math director. He earned a bachelor’s and master’s degrees from Virginia State University, educational leadership certification from McDaniel College and completed Ph.D. coursework at American University. He is entering his 27th  year in public education. His love of travel has taken him to London, Paris, Amsterdam, Japan and Hong Kong. Mr. Spain is a strong advocate of students and believes, there is NO one of US who is better than the SUM of US! He is excited about serving the family, students, teachers, and staff at Overby-Sheppard Elementary School.

 

Assistant Principal Lilicea Hester

Dr. Hester has dedicated her career to ensuring that all students have equitable learning opportunities that enable them to feel confident when interacting with peers from diverse backgrounds. She believes this can only be achieved by creating a positive climate and culture that reflects excellence. She believes in building teacher capacity to strengthen students' quality. Dr. Hester is a dedicated leader in the Overby-Sheppard Elementary Community. She intentionally builds relationships with students, staff, and parents. 
Prior to becoming assistant principal, Lilicea served as an Academic Coordinator, instructional coach, department chair, and classroom teacher. As an experienced educator, she demonstrates strong leadership qualities in elementary education, organizational management, and a thorough understanding of curriculum and instruction. She is a champion for students and constantly advocates for the best interests of each child. Dr. Hester is intentional and strategic in building community partnerships that will help to enrich the culture and climate at Overby Sheppard Elementary School.
With twenty years of experience in education, Dr. Hester earned a doctorate in education from Regent University, a master's in administration and supervision from Mercy College, a master's in education from VCU, and a bachelor's degree from the International University of the Caribbean.
